How do I view a user's Test submission?

Test submissions can be reviewed by Instructors from the roster

There is a "Type" column that you can enable on the roster and then you have a link to view the individual test submissions for each user.

If you don't see the Type column on your roster, you'll want to go to the roster and look in the top left corner for the cog (1) and from that dropdown, put a check next to Type (2) and click Apply on that dropdown.

Now when you look at the roster you should see the Type column (3) with a link to the Test review window. 

If they've made any test attempts you can usually tell from the roster because once they make an attempt you have the option to Reset PreTest/Test Attempts in their action menu. If they haven't made attempts and you click the Test under type it will show you a message that the "User has not taken the test yet."
