Launch online courses on a specific date at the LOI level (ID 4416)

Feature Description: This allows a user to enroll in a course but not launch/view until a specific date. 

Benefit: This is useful for online courses used in certifications where a user is enrolled in multiple courses at once, but the administrator does not want attendees to view the course until a specific date.

Consolidate steps required in Test creation (ID 4119, 4200)

Feature: Create Test Instance and Test Questions in the same page. Test question display order is auto filled as questions are created and can be changed manually. 

Benefit: Reducing the number of steps in creating tests.

Add Print Roster as a policy permission that can be applied to groups (4520)

Feature: Instructors and other Admin role groups can now have the Print Roster Button Available

Benefit: Provides the ability to grant user groups such as Instructors and other Admins the ability to print their own rosters. This was previously a permission only available to Client Super Admins.
